North Dakota Sex Offender Arrested in Rochester Park for Exposure Incident
Rochester, MN (KROC-AM News)- A North Dakota sex offender was arrested at a Rochester park following an exposure incident.

That’s according to Rochester Police Department Communications Coordinator Amanda Grayson.
Officers responded to the incident around 1:00 Wednesday afternoon. Grayson says the suspect was later arrested in a park on the opposite side of town from the exposure incident.
Sex Offender Accused of Exposing Himself in Parking Lot Arrested at Rochester Park
A woman reported to police that a man in a vehicle that was parked in the Mayo Clinic West Parking Lot along Country Club Rd. had asked her for directions.
She told police the man was not wearing any pants and was touching himself, the police report says.
Grayson said officers learned the vehicle belonged to a registered sex offender who has been convicted of similar behavior in the past.
Police later found the vehicle in Quarry Park in northeast Rochester. The driver, identified as 55-year-old Stuart Kelly was arrested. Grayson says officers suspected the Fargo man of being under the influence.
City of Fargo records indicate Kelly has a history of exposing himself to unknown minors and adults. He is classified as a lifetime registered sex offender in North Dakota.
Olmsted County Adult Detention Center records indicate Kelly was booked into the jail shortly before 3:30 Wednesday afternoon. Grayson says Kelly is expected to face charges of indecent exposure and DWI.
