Also known as the 'Pine Tree Flag' designed by George Washington's secretary, the 'An Appeal to Heaven' Flag gets its meaning from the British philosopher John Locke’s "Second Treatise on Civil Government" which was written in the 16th Century and was "a collection of two treatises refuting the belief in the divine rights of monarchs."

The flag was flown on Washington's commissioned ships and in 1776 was adopted as the state navy flag, according to carrot-top.com.

According to AmericanFlags.com, the 'Pine Tree Flag' is popular with Republicans and Christians and is often flown on the National Day of Prayer.
