At last count around 30 cities and 3 counties had adopted a Tobacco 21 ordinance. This raises the sale age for tobacco products from 18 to 21. In 2017, Edina became the first city to adopt Tobacco 21. Communities in Southern Minnesota who have adopted Tobacco 21 include Waseca, Albert Lea and North Mankato.

A presentation was made by a number of people in a study session back in December before the Owatonna City Council in regards to tobacco use and Tobacco 21. The Owatonna City Council has now moved ahead to a first reading of a Tobacco 21 ordinance during the first council meeting in August. The ordinance will then go before the council for an official vote at a later council meeting.

The Center for Disease Control estimates around 27% of High Schools use or have used tobacco products. This includes 20.8% using E Cigarettes.
