Rochester Man Accused of Sending Sexually Explicit Images and Videos to Undercover TikToK User
34-year-old Matthew Gene Marquardt is charged with dissemination of child sexual abuse material, possession of pornographic work with a prior conviction and distributing material describing sexual conduct with a child via electronic communication.
The court document says Rochester police received four cyber tips regarding an adult sending sexually explicit images to a Tik Tok account belonging to a man posing as a teen girl.
The account owner told police he does not initiate conversations with other accounts and reports accounts belonging to adults who solicit his account for sexually explicit material, the complaint says.
Marquardt messaged the man’s account in April and was informed the account he was messaging belongs to a 13-year-old girl, according to the complaint.
Sexually Explicit Messages Sent to Fake Teen
The court document alleges Marquardt sent a photo of himself, followed by what he claimed was an AI video depicting child pornography.
He later sent sexually explicit photos and videos of himself, the complaint says.

The undercover account holder sent photos of a clothed 13-15 year old girl. Marquardt responded by asking the fake teen for sexually explicit photos of herself, the complaint says.
Statement Given During Change of Address at Government Center
Marquardt went to the Olmsted County Government Center in downtown Rochester on Monday to update his address as a predatory offender.

Investigators obtained a search warrant and seized a laptop and phone Marquardt had in his vehicle, the complaint says.
Prior Child Porn Case
Court records indicate Marquardt was convicted of five counts of possession of child pornography last October.
He was sentenced to five years probation in that case this past January. Marquardt made his first court appearance in the new case Wednesday morning.
